# Create or update by external source identifier

> Requires persons:write. Uses the complete creation schema on both branches, validating it before looking up the source record. A match updates an existing public person; a private match returns 404. Existing sensitive records do not require persons:sensitive:read for this endpoint, but that permission still controls response detail. body.source_id does not select the record; source_notes is stored only when creating. Unlike PATCH, this schema does not accept status, hospital, found fields, or is_public.
